Lititz-Ephrata Area Fantasy (LEAF) Football League
Rules and Regulations
(Updated, 8/2006)
Objective
You are the coach and owner of your own football franchise. You will build your team from the ground up, starting with a team name and finishing with the drafting of a 16-man roster. Using your 16-man roster you will try to score enough points to win the coveted LEAF Bowl Cup. You will play a 13-week schedule competing each week against the entire league, compiling a head-to-head record competing against 11 opponents every week. The top 8 teams make the playoffs, and the bottom 4 teams play in the consolation round. LEAF Bowl is held on Week 16.
Entry Fees
The entry fee is $50. Your fee should be paid on the day of the draft to ensure your acceptance into the league. Those who do not pay their entire fee on the day of the draft will not be allowed to make any transactions until the entire amount is paid. $5 of the entry fee is credit toward your first transaction fees.
Number of Owners
The maximum number of participating teams allowed, based on our scoring system, is 12.
Commissioner Information
The commissioner for the 2006 season will be Todd Ruth. His responsibilities include coordination of the league and its officers, taking starting lineups, handling trades/free agents, collecting transaction fees, and overseeing the day-to-day operations of the league. The assistant commissioner will be Steve Seeber, and Rick Reitz will be webmaster/assistant commissioner. Rick will continue to maintain the website, and will assist Todd with the Fanball.com site, which will be keeping our stats this year. Steve will be assisting with lineups, free agent pickups and rule discrepancies. Tom Tran is the league auditor. His primary duty is to check the statistics compiled by the other commissioners.
The Pigskin Panel
The Pigskin Panel is the final ruling committee for the league. The panel will consist of 3 league members whose main task is to keep the integrity of the league intact. The commissioner or assistant commissioners will not be a part of the Pigskin Panel. The panel should be selected on draft day.
If there arises a situation where the ruling of the commissioner is in question, the ruling will be taken to the Pigskin Panel. They will hear all information concerning the situation and rule accordingly. All rulings made will initially be determined by the league rules. If there is a situation which is not covered by the rules the panel will determine the outcome. All decisions reached by the Pigskin Panel are final.
Weekly Scoring for the entire league
Each week all 12 teams will match their starting lineup against the rest of the league. The team that scores the most points for the week will earn an 11-0 record for the week, while the team with the lowest score gets an 0-11 record. You record a win for every team you outscore that week The team with the most points each week also earns a weekly $10 prize. Standings are based solely upon your overall win-loss record.
Draft Day 2006
Draft Day will be held at Todd's house on Thursday, Sept. 7, 2006 at 6 p.m. The draft order is to be selected at least 3 weeks prior to the draft date.
The draft order for 2006 is:
You will have two minutes for each pick. If an owner is delayed, the commissioner may use his discretion to determine if an owner if abusing this rule, and move to the next owner on the draft board. If this occurs, the owner that was skipped will have 30 seconds to make his selection after the next owner is finished, or he forfeits his selection again until after the next owner picks.
Each owner must have available for the commissioner at the draft a team name and logo for website purposes. If you decide not to name your team then one will be provided for you.
Draft Roster
Each team's roster will consist of 18 players. Owners may choose as many players from one position as they desire. However, your roster must contain at least 1QB, 2RB, 2WR, 1TE, 1K, 1DEF and one RB/WR/TE for the flex position. Teams place 9 players in their active roster, and 9 on the bench.
All drafted players, and free agents, must be current or former NFL players. No college players are permitted to be part of a LEAF ball team.
Franchise Player (Keeper)
Owners may choose one player from their roster to designate as their franchise player, or keeper. The guidelines for a franchise player are as follows:
Starting Lineups
Every week you will set a starting lineup from your team's roster on the Fanball.com website. Your starting lineup should include: 1QB, 2RB, 2WR, 1TE, 1 Flex, 1K and 1DEF. A player that is being activated for that week must be set before that playerís game begins.
The deadline to change a starting lineup is one minute before kickoff of any given game. So a player starting at 4 p.m. can be changed right up to kickoff, provided the replacement is a player starting in a 4 p.m. or later game. Changes must be made by the team owner on the Fanball website.
If you are unable to connect to Fanball, you can submit your lineup via e-mail to the commissioner. If you do not have computer access, you can call in your lineup to the commissioner provided you contact one other team owner in order to verify your request, should a problem occur. If you rely on a call to the commissioner, and the lineup has not been changed as the owner wanted, it is at the commissionerís discretion to determine whether the owner made appropriate effort to change the lineup, and Pigskin Panel will not be called.
Should you make no lineup changes, the lineup from the previous week defaults as your active lineup. At the start of the season, your first selected player at each position becomes your default lineup.
In the event of a Thursday or Saturday game, all players desired for those games must be called in by noon on the day that they are playing, with the remainder of any team's starting lineup due Sunday at noon.
Injured Reserve
Each team will have one injured reserve spot on his roster. In order to place a player on Injured Reserve, he must be declared ìOutî when you place him there. However, he may remain in that roster spot for as long as you wish, and either replace him with another injured player, or drop a player to move him to the active roster. You do not need to have a player fill the injured reserve spot. You can draft or pick up an injured player to place in this position right away.
Trading Policies
Trades can occur during the week through 1 p.m. on Saturday, allowing for a 24-hour review period before Sunday games begin. Both parties in the trade must notify the commissioner directly about the trade. Trades are $3 per trade per person, regardless of the number of players (ex. 3 for 1). Trades made after the 1 p.m. deadline will only count towards the following weekís games.
Any trade of players is legal, as long as both owners agree.
No actual money can be involved in trading of players.
Draft picks for the following season cannot be traded for players in the current season. Draft picks can be traded for other draft picks or players during a draft.
You may trade two players for one, a defense for a running back, whatever. If you are involved in a trade which leaves you with less than 16 players, you must pick up a free agent the following week to fill your remaining roster spots.
If a majority of league members vote against a trade as a violation of the rules stated above, it is nullified. If no action is taken after 24 hours, the trade is valid and unchallengable. In the event a trade is negated, it is the ownerís responsibility beforehand to submit the name of a backup player for the position to the commissioner, or risk taking a 0 in that position for the week.
Free Agency
Selection of free agents may begin immediately after the draft. After the season begins, each Tuesday will be utilized for the purpose of submitting free agent requests. If you covet a player you must e-mail, post on the message board, or phone in a request for that player on Tuesday before midnight to the commissioner, or one of the assistant commissioners if the commissioner is unavailable. Players will be awarded and added to rosters on Wednesday morning after all inquiries have been made.
Teams at the bottom of the standings get first option on players, based on the order of the requests being made. It follows the same up and down order as the draft, with the last team picking in the first round getting the first pick in the second, and so on.
If two teams are tied in the standings and are seeking the same player, the owner who was lower in the standings the week prior will be awarded the player, and continue back in the standings until one owner is selected. In the event this does not determine a winner, the commissioner will choose one with a coin flip.
From Wednesday through the start of games on Sunday, free agents will be chosen on a first-come first-serve basis. The website will handle all free agent selections (as it is designed to do.) It eliminates the need for the commissioner to be available for last-minute free agent acquisitions.
As the rules currently stand, there is no waiting period for players that were dropped when picking up new free agents. Traditionally, though, the rule has required a 24-hour waiting period, followed by a waiver request. If the website can accommodate this, this will be how the selections will be handled.
Free Agents selected before the Week 5 games are $5 each. All picks afterward are $3 each.
Playoffs
After the Week 13 games, the six teams with the best record in the league will qualify for the playoff round. In the event of a tie in the standings, the tiebreaker will be as follows: 1. Total points scored; 2. Head-to-head against that team; 3. Coin toss
The playoffs will now be head-to-head, with the top two seeds earning a bye in the playoffs for Week 14, while the 3rd seed will play the 6th seed, and the 4th seed will play the 5th. Winning teams in Week 14 advance to the semi-final round where the lower seed still alive will play the top seed. The two winning teams in Week 15 will battle for the top prize in the LEAF Bowl Cup, held on Week 16. There will also be a consolation game in Week 16 to determine 3rd place.
The bottom six teams will battle for the T-Bowl Championship, and follow the same playoff bracket as the championship playoff, with the top two teams earning a bye for Week 14. The winner of T-Bowl receives his league fees paid for the following season.
Prize Categories/Breakdown
Each week, $10 will be given to the person scoring the most points that week. In the event of a tie, the owners will split the prize.

LEAF Scoring Breakdown
(The following points are awarded to any player who achieves these numbers, regardless of position. Example: A wide receiver who tosses a 50-yard touchdown pass will get 10 points (6 for touchdown, 5 for yardage).
