1. LEAGUE FEE - Revised Rule: League Fee is $35, and must be paid on draft day.
2. ROSTER POSITIONS - Team owners select 25 players during the preseason draft. Ten of those players must be pitchers, and 15 position players. Position players include: 2 catchers, 1 first baseman, 1 second baseman, 1 shortstop, 1 third baseman, 1 2B/SS, 1 1B/3B, 5 outfielders and 2 non-position players (open).
3. PAYROLL - Each team owner has a $260 payroll to spend on players for his team on draft day. When an owner payroll hits $30, the commissioner will inform him the maximum amount he can spend on one player to ensure he can fill his roster.
4. SUPPLEMENTAL DRAFT - A supplemental draft will be held in early June to add seven players to each roster. Those positions can be held by any player as deemed adequate by the team owner. It can be pitchers, position players, minor leaguers, or American Leaguers.
5. CATEGORIES - The statistics that will be counted include: Position players - Batting Avg., Home Runs, RBI's, Stolen Bases and Fielding Errors; Pitchers - Earned Run Avg., Wins, Saves, Walks and Hits/Innings Pitched (WHIP) Ratio, and Strikeouts.
6. FREE AGENTS - Each team will be allowed to pick up a total of five Free Agents throughout the season to add to his roster. A player must be dropped when a free agent is claimed. Free agents are $3 per transaction.
7. STATISTICS - Statistics must be submitted to the commissioner on a bi-weekly basis, using stats from that Tuesday's USA Today. Managers who would like updated stat sheets mailed to them must provide the commissioner with 13 self-addressed stamped envelopes. Updated standings will be found on the Internet site at http://home.ptd.net/~buzznbea. Statistical information will also be compiled on a daily basis on CBS Sportsline (www.cbssportsline.com).
8. EXPENSES - League money will be at least $350, with a potential increase of up to $150 more, depending upon free agent action. From that money, $50 will be used for expenses at the supplimental and end-of-season gatherings.
9. Free agent and trading deadline is midnight before Sept. 1.
10. PRIZE MONEY - At the conclusion of the baseball season, the league will gather to submit final statistics. The top five positions will earn money prizes. The breakdown of money will be as follows: Fifth place received league fee of $35 back. The rest of the pot will be broken down as follows: First place, 40 percent; second place, 25 percent; third place, 20 percent; fourth place, 15 percent.
11. KEEPERS AND TOPPERS - At the conclusion of the season, owners must keep four players at their current salary, plus $3. Owners must also name six "toppers", which will be players they hold final bidding rights in next season's draft. When the player's name comes up, the owner must hold up the "Topper" sign. At the conclusion of the auction, the Topper has the right to pay one dollar less than the highest bidder and take the player. An owner with topper rights can introduce a player into a draft. However, he must identify himself as a topper at a reasonable time in the auction. Failure to do so may result in the forfeiture of topper rights, if deemed appropriate by the commissioner.
12. INELIGIBLE KEEPERS - Players who were in the American League at the time of the draft may be drafted, but cannot be used as keepers. They can still be used as a topper in the following year's draft. Any player that is drafted or picked up as a free agent during the season and was in the National League at the time of the draft is eligible to become a keeper or a topper the following year.
13. ELIGIBILITY - A player must have a minimum of 10 games at a position in order to qualify on a roster. A player that does not have 10 games at any one position must be used in the NP position.
