Conyngham Township Snow Removal Procedure Ordinance
Snow Removal and Ice Control Ordinance
The following is hereby enacted and ordained by the Supervisors of Conyngham Township, Columbia County, Pennsylvania:
SECTION 1. Title
A. This ordinance shall be known as the “Conyngham Township Snow Removal Procedure Ordinance.”
SECTION 2. Statement of Intent
A. It shall be the intent of the Township in enacting and ordaining this ordinance to provide identification of high hazard areas, emergency routes to hospitals and from schools, and to set up a schedule under which there is provision for staffing at all times to provide for snow removal.
SECTION 3. High Hazard Areas
A. All high hazard areas in Conyngham Township at present are State Routes which are maintained by the Commonwealth of Pennsylvania.
SECTION 4. Emergency Routes to Hospitals and Schools
A. Emergency routes to hospitals and schools at present are State Routes which are maintained by the Commonwealth of Pennsylvania.
SECTION 5. Priority Plowing
Those township workers or employees on duty for snow removal shall first ensure the plowing, to the extent possible, the high hazard areas and emergency routes upon the township roads which are designated by Conyngham Township from time to time by the resolution or ordinance. It shall not be the responsibility of the Township to care for hazard areas and emergency routes upon those State Routes maintained by the Commonwealth of Pennsylvania, Department of Transportation. Township routes which are not designated high hazard areas or emergency routes shall receive secondary priority to said areas.
SECTION 6. Work Schedule
A. It shall be the duty of the Board of Supervisors to designate a 24-hour call for winter months from November 1 through April 30. The Supervisors shall establish a worker or employee who shall be a secondary person to call in the event the primary person is not available for work at the designated time.
