In attendance: Richard Brideno Sue Warshevsky submitted a written report covering the insurance options for our Association. The report was received with the group’s appreciation and will be retained in the Association records. Following a discussion of the report’s contents, Mordy suggested that each homeowner contact their insurance agent for quotes on the following policies.
1. Directors and Officers indemnity
2. Common ground liability with $1,000,000 of coverage per event, one event per year.
3. An umbrella policy for each homeowner’s liability policy that would replace the Association’s liability policy in 2. (above). (Sue pointed out that this may be a cheaper alternative to the liability policy.)
Since questions remain regarding: 1.) the amount of coverage for the Directors and Officers indemnity policy, 2.) whether or not docks would be covered by the general liability policy and 3.) how much coverage should be quoted for the individual homeowners umbrella policy, it is suggested that the homeowners wait until these items are defined before contacting their insurance agents. A subsequent note will be published with the information defined that is currently missing.
o Richard Hohn reported that snow plowing/cindering will be handled by the same organization that did the work in the recent and past winters. The cost of the work and the conditions triggering the work will be the same as last year.
o Richard Briden will have the sand mound mowed for $185.00. He suggested that the mowed material be raked after cutting and will contact the mower to determine if he will rake the property for $50.00. The consensus was to proceed with the mowing and raking if sufficient funds exist in the checking account. Richard will contact Lorraine Collins for that purpose.
o Since Pete Helms was absent, we were unable to determine if the dock fingers from Nemeni Lodge will be available to replace the badly twisted ones currently on the Association’s dock. Donna Haines will contact Pete for an up-date.
New Business:
o Mordy moved and Richard Hohn seconded the motion to adopt the Association By-Laws as presented during the meeting of August 20, 2003. Since the property owners had been asked to present any questions, corrections or comments regarding the By-Laws prior to the current meeting and none had been received, the group in attendance was asked if there was any discussion on the motion. There being no discussion, the question was called. By voice vote the motion carried unanimously.
o Since this is the first election of the (5) Association directors and the By-Laws do not specifically cover the method of election, a discussion was held for that purpose. Following other comments, Mordy suggested that, at least for the near term, as the Association gets started, that "year rounders" (those living full time in Sunset Ridge) accept the responsibility of the duties of directors. Accordingly, the names of Richard Briden, Lorraine Collins, Dick Haines, Richard Hohn and Jim Pellington were put into nomination by Mordy. There being no other nominations, a voice vote was taken for all five nominees together which passed unanimously.
General Discussion:
o Mordy had been told that it might be better for the preservation of the docks if the un-used, twisted fingers were not installed at all. Donna had been told that it was better to install them because it helped break up the wave action and protected, thereby, the boats in the slips. She will talk to Seeley and resolve the question.
o Donna reported that it is her intention to have Seeley launch our dock first and retrieve it last each year. (Could be that Donna likes boating.) In any case Donna will inform us of the date of dock retrieval and, in addition, will post the date on our web site.
o Speaking of our web site, the group thanked Dick and Donna for their efforts in creating such a professional appearing site. Dick and Donna re-assured the members that no personal data such as telephone numbers, street addresses or e-mail addresses would ever be placed in the web site. They encouraged the group to make use of it.
o The recent power outages in our community have been caused by birds or other small animals shorting the fuse on the pole at the base of the hill. When contacted, PP&L informed us that there is a guard for that type of fuse, but it is useless since squirrels chew through it and they did not think it would be effective to place such a guard over the fuse. The group thought that PP&L’s response was insincere. PP&L will be contacted again by the Board of Directors.
The next meeting of the general membership will take place, according to our By-Laws, in the spring of 2004. The meeting will be held at a time and place to be announced.o A discussion concerning the rock placed on the corner of the road opposite the cul-de-sac indicated that it was effective in keeping vehicles from cutting across the corner and abrading the edge of the paving; however, concern was voiced that the rock could damage a vehicle, including the snow plow, if struck. Richard Hohn thought that a post placed off the road could be fashioned to provide the necessary warning without the potential of vehicle damage. This and other road matters will also be handled by the appropriate committee when formed.
o Mordy was concerned about the number of un-authorized vehicles (cars, trucks and ATVs) that have used our roads and suggested that additional signs be placed on the perimeters of our property indicating that we are a private community. Others thought that such signs would attract rather than repel drivers. The question of road signage will be assigned to the appropriate committee.
o A number of items were discussed regarding the assumption of responsibility for the governance of Sunset Ridge by the Association.
1. Richard Hohn pointed out that the legal change of governance will occur when the common ground is deeded over. The timing of this action will be determined by the Board of Directors with the assistance of Jay Rose, Esq. The cost of such an action is estimated to be about $1,000.00.
2. Richard Briden reminded the group that we should try to end our fiscal year on 12/31/03 without making advance payment of 2004 dues. Mordy thought that if we needed additional funds before the end of the year and if we all made partial payments then the bookkeeping would not be a problem.
3. The matter of the amount of 2004 dues was discussed. It was agreed that we would start the year with the same assessment as that for 2003 and that as a 2004 budget was developed, additional funds, if needed, could be requested later in the year.
4. There was general agreement that one or more capital accounts should be established to cover costs of replacing or up-grading the infra-structure in the common areas.
5. It was agreed that all property owners will need to participate in one or more of the committees that will care for the Association’s common areas. Considering that there are only seventeen people in Sunset Ridge, it is obvious that all will need to lend a hand. Hopefully, property owners will volunteer to man the various committees based on their interests. For example, Dick and Donna Haines have indicated that they would like to continue to care for the docks and the dock area. The list of committees and the duties associated with each will be published at a later date.
