MINUTES OF THIRD MEETING OF THE SUNSET RIDGE HOMEOWNERS’ ASSOCIATION

Minutes of the last meeting were unanimously approved as is.
Announcements:
Jim Pellington announced the new slate of officers as:

With the approval of four (4) additional dock spaces, the way is clear to proceed with the transfer of the common properties to SRHOA. President Pellington is in the process of contacting Jay Rose to proceed with the title transfer. An additional fee of $270 will be incurred for the extra dock spaces for a total of $490 per year. There will be special assessment later this year to cover the title transfer work and other expenses, which may occur during 2004. We expect a title transfer expense of approximately $1000. All regular dues have been collected for 2004. Jim presented a number of financial reports. Morty asked that copies be provided for the members. Jim will attempt to provide via e-mail.
Committee Reports:
Dock and Beach Area
The Haines reported that there have been two (2) beach cleanup days In addition, through much badgering, Donna has succeeded in getting PP&L to cleanup the adjacent lot.
Roads
Richard Hohn reported the brush and trees down by RT 507 have been cleared enhancing the entrance area and making the visibility better. He is attempting to get road markers to warn drivers to stay of the shoulders off the roads, particularly on the bends.
Septic
R. Briden reported there has been two (2) mowings of the septic field. The amount of effort required points out the need for a ride-on mower. An attempt will be made to remove a rock, which hinders storm run-off. Hopefully this can be done by hand without the need of an outside contractor.
Water and Electric
A sample of the well water has indicated an acidity level that may lead to long-term corrosion problems both in residences and in the supply system. A study will be necessary to determine the best solution to the problem. We are reviewing the electric charges for the dock area.
Old Business:
1. President Pellington pointed out the need to review our insurance requirements including liability, D & O (Directors and Omissions), etc. There was a discussion regarding a Capital Fund to cover special capital improvements as well as providing a reserve for maintenance
and replacement.
New Business:
1 President Pellington asked Sue Warshevsky to head a task force to investigate our liability and D & O insurance requirements, making a recommendation and soliciting bids from insurance carriers.
2. To launch the Capital Fund, a motion was made and approved to initially assess each lot an amount of $100 per year.
3. A motion was made and unanimously approved to assess each lot an amount of $200 to cover the cost of the title transfer work, with the excess going into the Capital Fund. The future annual amount to be adjusted after further study by the Board of Directors and approval of the membership.
4. A motion was made and approved to authorize up to $750 for a ride-on power mower to mow the septic field.
5. Pete Helms mentioned he would ask Craig McGuiness to meet with us in July to discuss our water system, ph problems and the type of underground piping and valves we have. He will also look at the new road to determine what might be done to help the drainage situation by the road and on Lorraine Collins property.
6. There was a discussion about the roadway appearance leading from Rt 507 on up the hill in an effort to improve the appearance of the development. A volunteer group could be formed for the following:
a. Cut the grass on the shoulder of the road with property owner’s approval. (Some people might wish to keep the wild flowers, thistle, etc as is)
b. Cut and remove dead and/or fallen trees, including trees on member’s properties. This would only be for small trees and again only with property owner approval and with some assistance from the property owner.
7. It was pointed out by Briden and Pellington about the storm run-off erosion on the shoulders of the road and in the gullies along side the road. A possible remedy to the scouring effect may require adding rip-rap (stone) in the gullies, particularly in the steeper areas of the hill. Lateral channels may help for the shoulders of the road. Perhaps Craig McGuiness may give us some advice on this problem as well.
8. Regarding future meeting dates, it was suggested that for the time being, meeting dates be kept flexible. By polling the members as to dates, it is hoped that we can maximize attendance.
