4FL Charter

I. There will be 12 teams in two divisions.

II. The League will operate in head to head competition. A 13-game schedule will be made before the season begins. The winner of the game will be determined in the manner described below. The three best teams in each league will continue onto the playoffs. In the case of a two-way tie, the team that won the head-to-head matchups will receive the higher seed. If the teams split the regular season games, the team with the higher conference record will receive the higher seed. Further tie-breakers will go in the order of point differential (amount of points scored over the course of the season minus points given up), total points scored and the team with the highest-scoring player over the course of the season. In the case of a three-way tie, the teams with the higher conference record will make the playoffs.

III. Teams will each have 22 players on them.
Before the first NFL game every week, all owners must submit a list of which players are active. They must include one quarterback, one running back, two wide receivers and one kicker. They may also make two more players active from a pool of running backs, tight ends or wide receivers. The active roster may not exceed two running backs. Four active players, at least one defensive lineman, one linebacker and one defensive back, make up each team’s defense.

IV. An owner may designate up to 6 players as franchise players every year. All other players are returned to a general pool to be drafted every year.

V. The draft shall last 16 rounds. The selecting order shall be determined by the previous season's records. The order will go from worst to first in each round. In the case of a tie, conference record will serve as a tie-breaker. Draft picks may be traded for players currently on a team's roster or for draft picks later that year or in following years. The draft will be conducted in a manner decided by the League members each year.

Players are eligible to receive points when they line up at other positions (e.g., if a running back lines up at quarterback and throws a touchdown, or if he throws a TD on an option play, he is credited with 4 points).

If a player plays on both offense and defense (i.e. Deion Sanders, Dale Carter) he may only get the points from the side he is listed on in the starting lineup.

If two teams are tied at the end of a game, the team with the highest-scoring player wins. If the highest-scoring players are tied, the team with the second highest scorer wins, and so on.

VII. If two or more franchises wish to trade players, they may do so. A trade becomes official when all parties involved have contacted the commissioner and verified the terms of the deal. There may not be more than the maximum number of players on a roster after a trade is completed, though an owner may cut players in order to come in under the maximum number of players. Trades will not be allowed after the tenth game of the season.

VIII. If a player isn't on a fantasy team, he is considered to be an available free agent. The worst teams have the first dibs (limit of one offensive and one defensive/special team player per team) on available free agents. Conference record will serve as the tiebreaker for teams with the same record, with a coin flip as a secondary tie-breaker. When an owner sends in his bid for a free agent, he may also designate additional choices. If the first choice is signed by another team, the second choice will be signed. If another team wants the second choice -- whether it be the other team's first or second choice -- the team with the worse record gets it. Free agent bids must also be accompanied by the player the team will cut or place on reserve if there is no free space on the roster. A cut player immediately becomes a free agent available for next week's signing period. Bids must be received before the week's first NFL game. Free agents may be picked up at any time except for the period between the league's cutdown and the conclusion of the annual selection process. NFL draft picks are not eligible for free agency until after the annual 4FL draft has concluded.

IX. An owner may place any player on the team's reserve list in case of injury or a bye. The player can be taken off the reserve list at any time, though the maximum number of people on the roster may not not exceeded. Only one offensive player and one defensive/special teams player may be on injured reserve at a time.

X. The Commissioner will serve as an administrator for the league (although he/she may also own a team). The commissioner's job is to interpret the charter, settle all position eligibility questions, approve team names, preside over draft and settle draft disputes, preside over free agency and trades, provide timely weekly scoring results and make sure all the owners are informed as to what moves the other teams are making.

XI. Amending the rules Rules may be added or revised during the off-season. Rules may be changed during the season only by unanimous vote of all the team owners.
